Minorities and Bums Are Making U.S. Beaches/Oceans Sick

Black and Brown people (and bums) pollute alleys, drainage ditches, driveways, vacant lots, etc. with dirty diapers, food wrappers, motor oil, anti-freeze, and so forth. Then, when it rains hard, all that stuff is swept into the storm drains, and then into the ocean. And presto. Instant polluted ocean. When will Blacks and Browns (and bums) be named as “environmental hazards”?
