On July 26, congressional Democrats revealed that a full two-thirds of the active U.S. Army is officially classified as “not ready for combat.” The head of the National Guard responded to the news with a troubling announcement of his own: The National Guard is “in an even more dire situation than the active Army but both have the same symptoms; I just have a higher fever.” But–in spite of the fact that the Army has almost no nondeployed combat-ready brigades at its disposal–military deterioration has not become a campaign issue the way it did in the 2000 presidential campaign.

It’s become a commonplace to say that the U.S. Armed Forces are under strain and overstretched, but Nick Turse, just returned from co-reporting and co-writing a powerful Los Angeles Times series on American war crimes in Vietnam, gives such stress and strain new and startling meaning. His is the first piece to offer a full survey of the desperate military recruitment landscape of the present moment. He describes how, in the face of an unpalatable war, already questionable methods have been pumped up and taken over the top by the Pentagon in twelve critical areas of recruitment that make the old Army ad-line, “Be All That You Can Be,” into potential material for late night TV punch lines of the future.

He describes the kinds of pressure the military puts on teens and discusses attempts to recruit young people in jail, the mentally off-balance, the criminal, gang-bangers, undocumented immigrants, and many others. He concludes grimly: “The result: U.S. ground forces are increasingly made up of a motley mix of underage teens, old-timers, foreign fighters, gang-bangers, neo-Nazis, ex-cons, inferior officers and a host of near-mercenary troops, lured in or kept in uniform through big payouts and promises.”

This certainly isn’t the “transformation” of the U.S. military that Donald Rumsfeld has been touting all these years, but it does threaten to be a transformation of profound importance.

Although there is this curious thing of recent years that many conservative Christians warmly welcome Mormons as allies in various cultural tasks. To cite but one recent instance, it was an alliance of Catholics, evangelicals, and Mormons that was instrumental in persuading the people of Hawaii to reject same-sex marriage. Yet a few issues ago we published an article by a Mormon doctor presenting the case for Natural Family Planning and received blistering letters of protest. We thought that the fact that the argument was not being advanced by a Catholic might make it more persuasive to some. But at least some readers did not see it that way. Didn’t we know that Mormons are the enemies of Christ and his Church? Such views are stronger in the Northwest and, increasingly, in the Southwest where the Mormon presence is a force to be reckoned with.

SURVIVOR CONTESTANTS STEAL-HAPPY

Cape Town – Panama locals are unhappy with Survivor South Africa contestants, who, they feel, abused their hospitality from the start.

Video footage from the first episode that viewers didn’t get to see, showed members of the Aguila tribe stealing rope, containers, axes and two Panama flags during a raid and taking them to their shelter.

They slept on and bathed with the flags until host Mark Bayly arrived, along with the mayor, to recover them and the rest of the stolen items.

The Aguila members thought it was all a joke and just an interesting development, until they realised to their shock they had to return the goods.

In Sunday’s second episode two members of the Aguila tribe start fighting while a romance seems to be blossoming between two others.

MCLEAN REPLACES GEORGETOWN

Surry Hill. So reads a plaque at the end of the long, winding private road that leads to the crown jewel of McLean, Virginia: the 18,000-square-foot mansion that Republican lobbyist Ed Rogers and his wife Edwina call home. To get there from Washington, you drive across the Potomac River and along a parkway that, in the summer, is canopied by lush green trees. Shortly before the guarded entrance to the CIA, you turn off McLean’s main road and then down a private lane, passing through brick gate posts adorned with black lanterns and into a grand cul-de-sac. A massive brick Colonial with majestic, white Georgian columns looms above a perfectly manicured lawn. Tall trees surround the house; no other buildings are in view. But the best way to appreciate the grandeur of the estate–originally zoned for nine separate homes and featuring streams, ponds, and a pair of waterfalls–is from above. The Rogerses once hired a helicopter to take aerial photos of the property, which they converted into postcards–a project requiring a paranoid, post-September 11 CIA’s grudging approval.

On a recent summer afternoon, Edwina, a petite Alabaman with a demure Southern charm, opened the door to her house. Edwina doesn’t know the total number of rooms in Surry Hill, but an elevator services the house’s three floors. Upstairs, Edwina’s bathroom (one of eight) features a small fireplace by the tub. But she is proudest of her home’s dazzling–and eclectic–art collection. “We do a lot of lobbying for foreign governments. I just can’t imagine any country we haven’t gotten a piece from,” she explains. Sashaying from room to room like a docent, she points out the eight-foot steel-plated pantry door from Rajasthan, the light fixtures from Venice, and the four Taiwanese stone statues, each weighing 300 pounds, embedded in her dining room wall. (The floor had to be reinforced with steel to support them.) Her most delicate pieces are housed in their own “art gallery”–a white-walled room where ancient figurines, pottery, and pieces of jewelry lay on cream-colored stands under Plexiglas. “We hired the company that does the Smithsonian’s display cases,” Edwina explains. Within Republican circles, Surry Hill is an iconic place–a Shangri-la for those who toil on Capitol Hill and along K Street. (“Have you seen Surry Hill?” Republicans are apt to say. “You’ve got to go.”) It’s also a testament to the rewards awaiting ambitious conservatives in modern Washington, where unprecedented wealth is being made from the business of politics. Illustration by Raymond BiesingerJust ask the Rogerses, who have ridden a boom in Washington lobbying during the last decade. Edwina, a former Republican Hill staffer and Bush White House aide, worked at the Washington Group, chaired by former GOP Representative Susan Molinari, whose clients have included Boeing and the government of Bangladesh. Ed, a former aide in the Reagan and first Bush White Houses and a regular on shows like msnbc’s “Hardball,” co-founded the powerhouse lobbying firm of Barbour Griffith & Rogers in 1991. Last year, the firm–whose clients include Eli Lilly, Verizon, Lorillard Tobacco Company, and the governments of India and Qatar–reported revenue of $19 million. Built from these lobbying riches in 2002, Surry Hill is the psychic center of McLean. And McLean, in turn, has become the psychic center of the Washington Republican establishment.

McLean covers just 18 square miles and has a population of 40,000. But it is packed with the people who impeached Bill Clinton, elected George W. Bush, launched the Iraq war, and have now learned to make millions from their association with government. Some are famous–people like Bill Kristol and Colin Powell, Scooter Libby and Newt Gingrich, several current and former Republican senators, and Supreme Court Justices Clarence Thomas and Antonin Scalia. Dick Cheney once owned a McLean townhouse–until he sold it to Bush’s 2000 campaign manager, Joe Allbaugh. Less well-known are the countless lobbyists, lawyers, and businessmen whose names rarely turn up in The Washington Post and who like it that way–people like super-lobbyist Ken Duberstein, Ronald Reagan’s former chief of staff; Frank Carlucci, former chair of the Carlyle Group, the notorious global private equity firm with close ties to the Bush family; and Dwight Schar, a construction mogul who is currently finance chairman of the Republican National Committee.

These people live in a leafy suburb among landmarks that neatly represent the modern GOP era: McLean Bible Church, a holy destination for GOP senators and Bush aides; the storied Saudi Arabian ambassador’s personal compound; and the forbidden palace of CIA headquarters. (“Never accidentally turn in,” Edwina cautions. Legend has it that many an illegal-immigrant housekeeper who did has never been seen again.) When Bush rushed to open a presidential transition office during the 2000 Florida recount, Cheney had his daughter scout out locations in McLean, and it was from there that the Bush team would lay its symbolic claim to the White House.

Conventional wisdom has been slow to assimilate this new reality. In the parlance of Beltway-bashing populists, “Georgetown” is the sneering shorthand used to describe Washington’s clueless, cosseted elites. That shorthand, however, reveals how little these critics really understand contemporary Washington. Georgetown–and the establishment that resided there–faded from importance long ago. Over the last decade of growing Republican dominance in the capital, a new establishment has risen up to replace it. In a sense, McLean is the new Georgetown.

“What we did was insane and monstrous, we covered entire towns in cluster bombs,” the head of an IDF [Israel Defense Forces] rocket unit in Lebanon said regarding the use of cluster bombs and phosphorous shells during the war. Quoting his battalion commander, the rocket unit head stated that the IDF fired around 1,800 cluster bombs, containing over 1.2 million cluster bomblets. In addition, soldiers in IDF artillery units testified that the army used phosphorous shells during the war, widely forbidden by international law. According to their claims, the vast majority of said explosive ordinance was fired in the final 10 days of the war.

Moscow — U.S. filmmaker Oliver Stone, who surprised many with the patriotic flavour of his new film World Trade Center, hinted in Moscow yesterday that he is considering a more controversial follow-up investigating the “conspiracy” around 9/11.

“There is a great story in a movie, a conspiracy by a group of people in the American administration who have an agenda and who used 9/11 to further that agenda,” he told journalists in Russia.

There could be a “fascinating project [on] what happened after Sept. 11,” the director said at his packed press conference on the fifth anniversary of the attacks.

Stone accused U.S. President George W. Bush of mishandling the fight against Osama bin Laden’s militants and using the crisis to stoke fear and bolster his own power at home in a way that was “right out of George Orwell.”

DURHAM, N.C. – Gary Hull thinks today’s colleges are failing, and he believes he has a better way.

Hull, who teaches at Duke University, plans to start a liberal-arts college in the fall of 2007. His plan is to operate it as a for-profit business, with investors, a copyrighted curriculum and a bottom line. … Called Founders College, the school would offer programs in liberal arts and business and a classic curriculum in philosophy, history, economics and literature, Hull says. He hopes to start with 100 students the first year and build to 500 by the fifth year. Tuition would be about $22,000 a year, Hull says, and the school would have no sports teams.

Most colleges have a smorgasbord approach, he says, and give students a catalog stuffed with hundreds of courses, many of them unnecessary electives. Too often, students are bored and have no continuity in their education.

POLLUTER JEW ARRESTED

The owner of one of the major toxic-waste sites on Long Island was arrested by FBI agents Thursday morning on criminal charges of violating environmental laws, officials say.

Gerald Cohen, 72, the head of Lawrence Aviation in Port Jefferson Station, was charged with illegally storing over 11 tons of hazardous waste on his company’s grounds, and allowing over 400 tons-a-year of smog-producing nitrogen oxide to spew from the company’s diesel power generators between 2001 and 2003, according to the U.S. Attorney’s office in the Eastern District.

Russian Central Banker Kozlov Assassinated in Moscow (Update4)

Sept. 14 (Bloomberg) — Russian central banker Andrei Kozlov was assassinated in Moscow, victim of a shooting that the prosecutor general linked to his job regulating the nation’s banks.

Kozlov, a 41-year-old deputy chairman of the central bank, was shot in the head and neck by two gunmen outside a sports stadium last night, said Svetlana Petrenko, a spokeswoman at the Moscow prosecutor’s office. He died in hospital this morning. The killing may have been connected to Kozlov’s work, the prosecutor general’s office said in a statement posted on its Web site today.

Kozlov, who led the central bank’s fight against corruption in Russia’s banking industry, was instrumental in pushing measures to regulate a financial system that almost collapsed after the government defaulted on $40 billion of debt in 1998. The changes included introducing a deposit insurance law, tightening supervision and increasing anti-money laundering legislation.

“There are people in Russia who do not want the transparent, law-abiding and rational system he was creating,” said Richard Hainsworth, chief executive officer of RusRating, an independent bank rating company in Moscow. “His reforms have pushed up the price of black money, of giving bribes.”

Realtor guilty in deadly swindle

A “sweetheart swindler” charged with helping kill an elderly man when she hired a thug to scare him into selling his Queens home pleaded guilty yesterday.

“I never wanted this man to die,” a sobbing Liat Corman told a Queens judge on the eve of her trial. Corman, 32, an Israeli-born real estate agent living in Astoria, spent three years cozying up to 78-year-old Charles Schlechtiger to get him to sell his childhood South Jamaica home for just $20,000.

When Schlechtiger balked on Aug. 30, 2004, Corman drove to a Queens housing project, found Jason Sean Smith, 37, and promised him $2,000 to scare Schlechtiger into selling.

Smith admitted attacking Schlechtiger on a park bench and leaving him for dead.

The career criminal was arrested the next day. He has since pleaded guilty and promised to testify against Corman. Both Smith and Corman were facing up to 25 years to life in prison. Smith’s deal will see him sentenced to 25 years. Corman agreed to plead guilty in exchange for 14 years.

Authorities never located Schlechtiger’s family, and the retired sanitation worker’s home was sold at public auction last year for $390,000, officials said.
