NEW YORK (AP) – For the first time in U.S. history, more than one of every 100 adults is in jail or prison, according to a new report documenting America’s rank as the world’s No. 1 incarcerator. It urges states to curtail corrections spending by placing fewer low-risk offenders behind bars.
Using state-by-state data, the report says 2,319,258 Americans were in jail or prison at the start of 2008 _ one out of every 99.1 adults. Whether per capita or in raw numbers, it’s more than any other nation.
The report, released Thursday by the Pew Center on the States, said the 50 states spent more than $49 billion on corrections last year, up from less than $11 billion 20 years earlier. The rate of increase for prison costs was six times greater than for higher education spending, the report said.
The steadily growing inmate population “is saddling cash-strapped states with soaring costs they can ill afford and failing to have a clear impact either on recidivism or overall crime,” the report said.
Susan Urahn, managing director of the Pew Center on the States, said budget woes are pressuring many states to consider new, cost-saving corrections policies that might have been shunned in the recent past for fear of appearing soft on crime.
“We’re seeing more and more states being creative because of tight budgets,” she said in an interview. “They want to be tough on crime. They want to be a law-and-order state. But they also want to save money, and they want to be effective.”
The report cited Kansas and Texas as states that have acted decisively to slow the growth of their inmate population. They are making greater use of community supervision for low-risk offenders and employing sanctions other than reimprisonment for offenders who commit technical violations of parole and probation rules.
“The new approach, born of bipartisan leadership, is allowing the two states to ensure they have enough prison beds for violent offenders while helping less dangerous lawbreakers become productive, taxpaying citizens,” the report said.
While many state governments have shown bipartisan interest in curbing prison growth, there also are persistent calls to proceed cautiously.
“We need to be smarter,” said David Muhlhausen, a criminal justice expert with the conservative Heritage Foundation. “We’re not incarcerating all the people who commit serious crimes. But we’re also probably incarcerating people who don’t need to be.”
According to the report, the inmate population increased last year in 36 states and the federal prison system.
The largest percentage increase _ 12 percent _ was in Kentucky, where Gov. Steve Beshear highlighted the cost of corrections in his budget speech last month. He noted that the state’s crime rate had increased only about 3 percent in the past 30 years, while the state’s inmate population has increased by 600 percent.
The report was compiled by the Pew Center’s Public Safety Performance Project, which is working with 13 states on developing programs to divert offenders from prison without jeopardizing public safety.
“Getting tough on criminals has gotten tough on taxpayers,” said the project’s director, Adam Gelb.
According to the report, the average annual cost per prisoner was $23,876, with Rhode Island spending the most ($44,860) and Louisiana the least ($13,009). It said California _ which faces a $16 billion budget shortfall _ spent $8.8 billion on corrections last year, while Texas, which has slightly more inmates, was a distant second with spending of $3.3 billion.
On average, states spend 6.8 percent of their general fund dollars on corrections, the report said. Oregon had the highest spending rate, at 10.9 percent; Alabama the lowest at 2.6 percent.
Four states _ Vermont, Michigan, Oregon and Connecticut _ now spend more on corrections than they do on higher education, the report said.
“These sad facts reflect a very distorted set of national priorities,” said Sen. Bernie Sanders, an independent from Vermont, referring to the full report. “Perhaps, if we adequately invested in our children and in education, kids who now grow up to be criminals could become productive workers and taxpayers.”
The report said prison growth and higher incarceration rates do not reflect an increase in the nation’s overall population. Instead, it said, more people are behind bars mainly because of tough sentencing measures, such as “three-strikes” laws, that result in longer prison stays.
“For some groups, the incarceration numbers are especially startling,” the report said. “While one in 30 men between the ages of 20 and 34 is behind bars, for black males in that age group the figure is one in nine.”
The racial disparity for women also is stark. One of every 355 white women aged 35 to 39 is behind bars, compared with one of every 100 black women in that age group.
The nationwide figures, as of Jan. 1, include 1,596,127 people in state and federal prisons and 723,131 in local jails. That’s out of almost 230 million American adults.
The report said the United States incarcerates more people than any other nation, far ahead of more populous China with 1.5 million people behind bars. It said the U.S. also is the leader in inmates per capita (750 per 100,000 people), ahead of Russia (628 per 100,000) and other former Soviet bloc nations which round out the Top 10.
The U.S. also is among the world leaders in capital punishment. According to Amnesty International, its 53 executions in 2006 were exceeded only by China, Iran, Pakistan, Iraq and Sudan.

The name is Karson.
I haven’t seen it proved that Medvedev, which means bear in Russian, is a jew. Just the usual assertions from WN morons that he is. Provide proof, of there’s nothing to talk about.
Yes, I know Boulder is super liberal, I’ve been there. Kinda like Berkeley/Mountain division. Lefty bumper stickers everywhere, street scene.
Karson – certainly behaves and thinks like a jew. However, that does not prove he is one. His father is named Michael – not a common jewish name.

The great strength of VNN is this – it cleanly and clearly goes straight after the demons in shoe leather known as JEWS in their demonic attacks on our society, and our RACE.
The Asiatic Hive Consciousness that is at the heart of the parasitic social form known as Judaism fears exactly two things – recognition of it, and it’s inherently evil nature, by RACIAL Outsiders, and a system that is smart enough, strong enough, and confident enough to withstand it. The only such system has been White, Western, and, at its highest and best form of governance thus far, based on National Socialism.
Look at what Putin has done in Russia, and you will see three primary factors:
One, Christianity is being placed as the living heart of the social order – Christianity, and ORTHODOX Christianity, at that. Note further that the division within Russian Orthodoxy has largely been healed, and the Russian Orthodox leadership is reaching out to build on the common ground they share with the rest of the Orthodox Christian community.
Two, Russia is centered around the White RACE, and the definition of a common home with Europe extending from the Atlantic, to the Urals. From Murmansk to Sochi, it’s the new, self-confident, non-apologetic homeland of the White RACE.
Three, Russia is engaged in a de facto policy of National Socialism. Admittedly, it is starting from a negative position, but it has asserted national supremacy over the economic elements of national power, from minerals to energy of all varieties.
The question as to the Judaism of Putin and Medvedev is a topic that belongs on the VNN Forum, and not here, on the VNN Main Page – which IS moderated.
Medvedev’s work speaks for itself.
We should all be as good at what we do, as he is at what he does.

A thoughtful show, where Linder reveals more depth of purpose than his detractors have given him credit for.
The INTELLIGENT Christian Evangelicals – the ones who are home-schooling and forming private colleges, like Patrick Henry, are White Nationalists in all but name.
They are – literally – creating a new Nation in, but not of, the old Country, step by purposeful step.
All intelligent Christianity leads to White Nationalism in all but name; this crowd is not the “Jews are God’s Chosen People” crowd, although their leaders say that, for now.
THEY are laying the foundation for Covington’s Northwest Republic in all but name, by consciously Creating intelligent alternative institutions at all levels of society.
It’s a Beginning, and one we can well use to our advantage.
Suppose they became deliberately Jew-wise, by seeing how the hook-nosed demons have undermined ALL of the Institutions they have ruled.

She was the first Presidential “wife” with an office in the Left Wing of the White House, alongside the offices of the President’s senior staff, and she was, by all accounts, much more involved in the intricacies of governing than previous First Ladies. For being a relatively modern, unshackled and sometimes shackled (for bondage purposes) “woman” instead of a stay-at-home mom, she became a ferociously hated “woman” in right wing circles.
First came the shocking revelation that, when working as a lawyer, she had used her “maiden” name, Rodham. A series of allegations began with rumors aired on Rush Limbaugh’s radio program, linking Rodham to the firing of employees of the White House travel office, then uncovering $100,000 in profits made in her brief late-1970s ownership of a commodities trading account, and smaller gains from a questionable real estate investment. In increasing “bizarre” claims, Rodham was whispered to be a lesbian and had a bumping and licking affair with Janet Reno while on ‘fishing” trips/or connected to the “Russian” mob or even the rape of the young MK-Ultra CIA sex slave Cathy O’Brien with Bill Clinton watching (while masterbating) in Branson, Missouri and to have an open marriage with frequent liaisons. According to elaborate but utterly substantiated “conspiracy” theories, she was a drug runner, and Vince Foster’s suicide was actually a murder, with Rodham “her”self perhaps pulling the trigger. Millions of dollars were spent investigating the all plausible of these mostly true accusations, but with cover-ups & cover-ups wrong doing on Rodham’s part was never proven.
Rodham has said that her proudest “accomplishment” as First “Lady” was her involvement in pushing the Adoption and Safe Families Act of 1997, which altered and streamlined the federal regulations regarding foster care and adoption of Unwanted Gay African children. Her most public failure came after being appointed to head the task force that, in 1993, proposed a complicated mish-mash of mandated employer-paid “health care” and regulated HMOs as a health care plan, which was soundly rejected by Congress.
In 2000, she became the first First “Lady” to be elected to public office, when she won Daniel Patrick Moynihan’s seat in the Senate, representing New York. In 2006 she won a second Senate term with about 2/3 of the vote, but she is still the name most likely to rouse the “rabble” on right-wing radio talk shows. The American Conservative Union has published a book, Hillary Rodham: What Every American Should Know, and indeed, a small bookstore could be stocked with books warning of her radical agenda and connections to communists, criminals, and real conspiracies.
In reality, there is little in Rodhams’s political positions that could even be described as overwhelmingly liberal. Along with Bob Graham, Joseph Lieberman, and Ben and Bill Nelson, she is a member of the Democratic Leadership Council, the group that urges Democrats to take less progressive political positions. She has proposed legislation to criminalize flag-burning, and co-authored a bill to protect America’s youth from the alleged dangers of violent video games, like the great video game called Ethnic Cleansing. She supported the 2003 the illegal invasion of Iraq, has opposed any timetable for ending the occupation, and has suggested that torture is sometimes deliciously great.

It may be the Christian Evangelical Community – the INTELLIGENT Christians – have more in common with us than we may have realized. We may see, in their perspective, beliefs that strongly mirror ours, particular in light of Judaism as the EXACT opposite of Christianity.
The Advent Films website offers an overview of “The Three Views” they face in developing their proactive philosophy. These Views strongly mirror ours, to a remarkable degree.
